Praveen Kishore is a career bureaucrat of Indian Revenue Service (IRS) with a passion for and training in development economics. During his career spanning more than two decades, he has handled variety of leadership roles in public finance, law, taxation and public administration arenas with both, Union and state governments.

 

He is serving as Commissioner in the Income Tax Department at Kolkata since 2019, and is responsible for dispute resolution, tax appeals and adjudication matters. Previously, he has extensively worked in areas of taxation law, compliance and regulation, revenue administration and enforcement; and in areas of public policy and legislation, governance, and organizational reforms as well as in public health, nutrition, and human development sectors; at Delhi and Patna.

 

He has obtained master’s degree in International Development from Harvard University, USA during 2009-11 and was awarded the JJ-World Bank fellowship to pursue this program. He has also obtained master’s in Public Policy from IIM, Bangalore. Before joining civil services, he obtained bachelor’s degree in Economics and Mathematics from BHU, Varanasi and MBA-Finance from University of Calcutta. He is a life member of Indian Institute of Public Administration, New Delhi [iipa.org.in], and was a visiting scholar at CPP, IIM-Bangalore.

 

A bibliophile with eclectic interest in political philosophy, Indian and world history, especially enlightenment and modernity, and in development and economics; he is also engaged in research, writing, and sharing of ideas and has published several articles and papers in magazines and journals, like EPW and JAER. He has delivered talks at Harvard University, IIMs, ADRI, CASPR and ISID and keeps on doing so. His research interests are in development – social and economic; revenue and tax - laws and administration; public policy, governance, and administrative reforms; and in justice, fairness, and liberty in Indian society. Imbued with philanthropic motivations he has founded and is Chairman of Kishoree Foundation [kishoree.org], which has been working in the areas of menstrual health and women empowerment, in Patna, Ranchi and Kolkata.
